If it's the same problem, go to www.dynamicdesktopmedia.com and there's an 'uninstall help' link at the top. It works. I tried to contact them through their website and complain but their contact link just leads to a blank page. I think they are a legitimate marketing company that made an error with their Adware that unintentionally ruins performance of IExplorer. Jerks.
