10 half-open connections per second. That is NOT a really serious issue for
p2p applications like eDonkey/eMule, but it's a little slowdown, see quote
below from nori2nori for more information. When you get restricted, it will
turn up as event id 4226 in your event log saying you have been limited.
But if you don't want to be restricted, no problem, it can be patched, here you
find instructions:

The page supplies a command line patcher that does the job and a table
with values that get patched (in case you want to do it manually with a hex
editor or are just curious).
I personally patched my tcpip.sys manually with a hex editor to the unlimited
values from the table, but the command line patcher should be able to do
the same...start it with /? and see a list of its options, I recommend using
the unlimited value (highest value you can choose, command line
option /L=16777214)! If you start the patcher without any option specified, it
defaults to 50 connections, but before SP2 it has also been the maximum
value of 16777214, so why not go there again with the /L switch!
Although the patcher should do that, I would make sure, it replaces all
versions of tcpip.sys on your system to be safe!
